Nope.Senterpat did make a patch though for the New Vegas version to work with TTW.Sadly,it seems like it's outdated so I wouldnt reccomend it.So I'm sure someone will make one at some point possibly.Or at the very least a more up to date patch.

Roy made a TTW version of "Chesko's Better Balanced Backpacks" which is another mod made using the "Blackwolf's Backpacks" mod. I never used any backpack mod so I don't know how they differ from eachother, but you can take a look if you're interested:
