Check your load order. I noticed a couple things are not where they need to be. Compare against the one I posted, fix the ones ordered wrong and then try again.

Well, now it at least tells me that Project Reality has been properly installed, but nights aren't any darker in DC. If I could change the value that controls darkness on the mod razorwire linked that would be perfect. I just don't know how to do that.
