I'm not used to FOMM and don't understand FOMM and only using it because the program said I need to use it to install A Tale Of Two Wastelands.
I've placed the 2 FOMODs within the mod folder and then opened FOMM.
I then went to the package extractor and then I picked Main and then hit activate.
Then after about 5 minutes or so, it asks me if it's okay to overwrite some things. Either I say yes or no, it will say it installs successfully (I've been trying to get this to work for about 2 1/2 hours now by activating and deactivating as I have no clue why it won't work).
Then I select the option one and hit activate which it states "The main TTW FOMOD must be installed first" and then say the mod was not installed.
Operating System: Windows 10
Processor: Intel Core i7-7700 CPU @ 3.60GHz
Memory: 16GB
Mod Manager and Version: FOMM as recommended and version 0.14.14.3

Symptoms: Whatever I said above. I guess "Not working" is not the right term I would assume.
What have you already tried: The same things I've posted above for a couple of hours until now whenever I try to activate the main mod on FOMM, FOMM now crashes and then closes.

Hey man, i haven't installed
Hey man, i haven't installed TTW with FOMM, so i cant really help you with that. However, i recommend installing TTW with Mod Organizer, it is so much more versatile and you can install/uninstall mods (such as TTW) with ease with no risk of erasing textures/meshes from other mods, you can also have different profiles with different mods installed.
I recently got running a heavily modded TTW installation thanks to the help from some guides and the awesome people on this site. I leave you the links to the guides i used :

This one is a basic guide on installing the core TTW on Mod Organizer along with some basic mods and improvements to make TTW feel like its own game and not a modded FNV.

Im sorry if you find this useless , but i think you'll save a lot of headaches in the future by using MO, i learned that lesson the bad way. Also remember to make a merge patch and a feature patch (if mods are conflicting), i recommend the merge and feature patch videos from RoyBatty on YT.
