Missing Assets/Meshs/Red Exclamation Points

I have also tried without the TTWFixes/TTWHotpatch.
Both FO3 and FNV are clean installs from Steam, English standard version. Installation steps as follows:
1. Download base games from Steam
2. Start FO3 and FNV for initial game start
3. NVSE installed
4. Run TTW installer
5. Copy FOMODs into FOMM/mods folder, install using Package Manager
6. Archive Invalidation set
7. FNV LAA patch installed
8. Start NVSE and cry
9. Install TWW Hotfix and retry and cry
10. Install TWW Unofficial Patch 2.2.2 and retry and cry
So, I give up, what am I missing?

Don't use unofficial patch for one thing.
Did you enable archive invalidation?

All of the unchecked mods
So basically make sure your DATA folder only has mods in it that you are running, see if that helps. ( I know sounds weird since they're not "checked")

Laptops can have a myriad of issues with games because of the video cards having issues with each other. There is no reason I can see for your problems to be happening. So it's probably a driver issue.

I only know how to do it using NVIDIA GPUs. You go to the NVIDIA Control Panel and it should open showing the tab for "Global Settings". You need to change tab to the "Program Settings" and it should have several options, choose the game from the drop down list "1. Select a program to customize:" (or Add it using the "Add" button).
Then you go to point "2. Select the preferred graphics processor for this program:" and pick the NVIDIA one from the drop down list. Click "Apply" and it should be fine after that. Then just exit the NVIDIA Control Panel.
