Fallout: New Vegas black screen upon new game (not a crash, happens for TTW and normal Fallout)

So I recently started having problems for my Fallout New Vegas games where I would have a black screen upon starting a new game. I deleted every Fallout NV file that I had and downloaded TTW and been playing it for a couple of hours. I had the infinite loop bug but not sure if I fixed it and now I'm having the same black screen bug where upon starting a new game my game is on a black screen. What seems to fix the game is typing 'coc goodsprings' on the console but I'm not sure whether there'll be more problems down the road.

OS - Win7, Processor - intel core2 duo e8400, memory 6gb.

Currently using from another device so if I need to upload my load order and install log then I will.

Sounds like a possible driver or video card issue. Checked your event log?

I can play other games perfectly fine upon starting new games but you may be right as my PC has been doing some extremely disturbing noises. How do I check if I have a driver or video card issue? Also, clean saves work fine and continuing the game I'm currently playing does work too. I don't know what's causing that because I'm a potato when it comes to PCs.

If you're using the Startup Menu TTW plugin, disable it and see if that fixes it.

@risewild, it worked. Thanks! I still have to find what caused this though as the same problem appeared while I was playing Project Brazil v1.3.1

You have a mod that is messing with the start up quest for new vegas. Both TTW and PB/New California edit this quest.

I played Project Brazil and after the game was messed up I deleted everything and installed TTW. Project Brazil is the sole reason why I even started playing TTW again. Do you guys know a fix for this or is it impossible to fix? Using the 'coc' command fixes TTW but not Project Brazil as I've tried.
