I have both the GOTY edition of FO3 and the Ultimate Edition of NV installed on my computer, I've never actually been able to play FO3, so that might have something to do with it, but the installer can't find any of the files for FO3 or it's DLC. I know exactly where the files are on my computer, I went through and turned every single one off of Read-Only and tried again, but it still can't find them even though they're in the folder I told it they're in. I don't understand why it can't find them at all and I don't have any more time to test things out, anybody have any ideas?

IIRC, running the launcher
IIRC, running the launcher creates the ini files as well as setting the registry entries that tell where to find the game. Most utilities for Bethesda games rely on those registry entries to find the data files.
