Game freezing in certain conditions in FO3
OS: windows 10 64 bit
processor: intel i5-5200u memory: 16 gb ram
Mod manager:
Primary manager: NMM 0.61.
Secondary manager: FOMM 0.11.0

Symptoms:
Game freezes, there is no sound, but the game does not CTD or display any errors or a 'not responding' status.
Game freezes when entering areas or cells after entering any exterior cell south of the citadel.
Game freezes when loading these cells about 5 seconds after they are loaded.
Loading saves saved in these areas does the same. Does not occur in earlier saves.
Does not occur in new games. re-occurs in earlier saves when visiting the aforementioned cells.
Game version:
Fallout: New vegas on steam with all DLC and pre-order packs.
Fallout 3 GOG GOTY edition. (DRM free)
EDIT: So fast travelling to the locations that cause the freezing from somewhere else causes a black screen, loading saves that were saved in the BoS citadel courtyard causes a black screen
EDIT 2: happens on all saves after visiting the citadel! makes the main quest unplayable.

Your using two weather mod's.Dont.Either use Nedada Skies or FNV realisitc Weather Lighting.Not both.

You shouldn't be using
You shouldn't be using Project Beauty and New Vegas Redesigned, there's a TTW mod that combines both. TTW Redesigned. I also don't see the Project Nevada comparability patches, not sure NevadaSkies blueberry nights is compatible. I'll also wager plenty of other things in that load order aren't compatible either.

I thought it was memory issues, but I've followed the performance guide and my memory usage in task manager by fallout was just 1 gb.

I'm using a TTW converted version of project beauty. I've heard that PN no longer needs ttw patches, but I'll grab them.

If the game seems to 'freeze'
If the game seems to 'freeze' and doesn't respond, it almost sounds like a hardware problem of somekind. Overclocking that 'breaks' for some reason will cause that symptom, but requires a reboot to get things going again. A lower level problem with the graphics card driver or apis could also be the issue; it's getting hung up in the api and not the FallouNV.exe app itself. Does your EventViewer (for applications) show anything? Crashes reported as errors? How about your system log? Anything there that might help determine if it's a hardware issue? If, in BIOS, 2 IRQ (interrupt requests), for some reason overlap, that could cause a hang of sorts. But since it's hanging during gameplay, I would consider overclocking (if your using it), and or possible gpu/ api issues.
Bad textures could also cause this, if they have improper dimensions- they game will try to allocate a ton of memory, where only a bit is needed and spend time thrashing the textures in and out. Do that enough, and the game just 'gives up'.

Do you use NVAC or NVSR? What types of NVSE plugins are you using, if any? Those under certain conditions can cause the game to 'hang' also, but wouldn't necessarily require a system boot to get things going again.
