Optional Files: Re-Download Needed?

I have a question about the optional files that were available at the beginning of the installation process. 

I have downloaded a staple mod (in both games): Mart's Mutants Mod only to find out that it required the TTW_Reputation.esp  which I was discouraged from installing since I read that it is in its infancy. My question is if I would need to completely need to re-install TTW or are the optional ESPs available elsewhere. also if I do need to re-install the entire thing do I need to re-download all of the other mods I've installed on top of this?

Note: I apologies in advance if this is a common question. Google searches have so far got me bupkis on this issue.

It doesnt require it.The patch that it includes need's it if you are using that file.If your not,dont worry about it.

It says that I'm missing a master I'll try re-installing it for now but I still want to know the answer to my original post should a similar, unavoidable, issue arrive and I'm sure that others might have this question somewhere down the road
