So after my modded new vegas sh*t the bed I wanted to try TTW (been wanting to do it for years now but college and life happened) and I tried installing it today... nothing. ran it in and out of the 7zip archive as well as in and out of admin mode. Looked back on download page and saw I needed Visual Studio 2015 (I had the 2013 installed from years back) so I installed that (after uninstalling the old version). Still nothing... Browsed for a bit remembered I have to run the game at least once. Ran it again... Nada. Deleted Mod Organizer (after I realized that that might have been the issue)... Bupkis. Searched a bit more found out my anti virus [webroot] was giving people some problems with it blocking file(s) and looked for the file name in the blocked files section couldn't find any of the TTW files. Then I triple checked to make sure that both games were fresh installed before running the EXE one more time and... well you get the idea. I'm currently dead in the water with this so if any one can help me out with this it would be greatly appreciated.

I don't know what to say since you already tried pretty much what I would suggest, I can only clear a few things (I am placing things you already tried in case someone else has similar problems and finds this post).

Never run the installer from inside the archived file. Always extract the files before installing. -
Always run the installer "As administrator" -
The installer requires .NET Framework (4.5 for Windows 7 and up, 4.0 for Windows XP) -
Disable your antivirus and/or firewall (many firewalls these days have some kind of antivirus behavior) because due to the nature of the installer (reading Fallout 3 files and making copies of them that are edited by it) antivirus software detect it as aggressive and flag it as "suspicious" activity. -
Disable windows UAC
Don't forget to enable any protection software/features you disable to run the installer afterwards

I reinstalled everything and
I reinstalled everything and when I started the install I turned Webroot off completely and this time around it worked fine. Thank you for the quick reply and for the advice to shut anti viruses off while installing. Now hopefully I wont have anymore issues and can enjoy two of my favorite games at the same time.

Glad to hear it's working. It might be worth noting that some antivirus software (like Windows Defender) also thinks certain mods/plugins are malware as well and causes the game to hang periodically. For me it's not something that ever consistently happens in the same place but I do have to either turn off Windows Defender or just put up with occasional cases where Windows Defender freaks out and causes the game to hang. I can generally play for hours between crashes/game hangs so it's not a big deal to me but I haven't found a way to get it to stop.
