Weird Glitch of Extremely fast moving NPC's

I have been playing TTW for a couple of days and on my way to Rivet City the other NPC's suddenly started to glitch. Enemies would walk around like The Flash from Marvel and be right in front of me in an instant. To find out what the sudden problem was I disabled all the mods except for the bare TTW masters and also reset my fallout.ini to default. I even disabled the enb. Still the problem exists. I also tried enabling or disabling VSync and also changing stuff in my NVidia control panel. I really don't know what's going on al of a sudden...


Does anyone have an idea of what could be wrong here?

Of course not long after I decide to make a thread about it, I find the problem. Hard to find since it seems to be stored in save games. For people that encounter the same problem, in my case it was the "Awesome Crippling Effects" mod. In it's nexus comments I found this post by Valfaun:


"it seems the JIP-version is bugged. additionally to what CaR_HoPPeR reported, NPCs randomly get and retain massively increased speedmult values (highest i've seen was around 140000). the issue was observed using v1.1 of the JIP file with JIP LN NVSE Plugin v49.00

Thank you for posting this answer. I was really starting to worry. It's hard to get immersed in a game with NPCs strolling along faster than a speeding automobile.
