System:
Lenovo Yoga 3 / 256GB SSD / 8GB RAM / HD 5500 / i5 5200U
Installed FO3 and FNV clean from Steam and then the TTW mod. I played up until I am leaving the Vault. I didn't set my perks so I set those. When I leave the Vault, I crash to desktop.
Load order is attached but its the plain jane version.
What I have tried thus far:

Set FO3 and FNV exe to compatability mode for Win XP SP3

Validate game cache in Steam

Copy in the d3d9.dll but I get the error: The procedure entry point SfmDxGetSwapChainStats could not be located in the dynamic link library C:\Program Files (X86)\Steam\SteamApps\common\Fallout 3 goty\d3d9.dll.

Running dxcpl.exe and setting both exe's to different DirectX versions
Anything else? It runs flawlessly up until leaving the vault.

what's your load order? it's the thing that says ttw.txt up there. you using texture/model replacers?
perms: either a full fireworks display spelling out "Puppettron Made This" anytime a user accesses my content in-game, or just give me credit somewhere.

using nvac? if so, what's the error code on the crash?

You have stash pack options plugin enabled, but not the stash packs, that may be part of the issue. Also, what luthien said.

There are posts/reports that this file (d3d9.dll) can become correct and need to be replaced. Obviously this didn't work or was not releveant.
dxcpl.exe is (what I am told) the control panel for Direct X. It allows you to force an exe to use a specific version of DX in the even of incompatibility issues and is "popular" for FO4 fixes.

Hrm, ok. I'll retry with that disabled. I used the movetoqt console command and got to the town just fine. I keep crashing in random places though...which leads me to think its a texture/graphics issue. I'll turn them down to see if it improves.

Also if you have NVIDIA drivers, Open GeForce Experience, go to Settings -> Games and untick "recommend optimal game settings"
Experience doesn't work properly with New Vegas.

Ok, back to vanilla install.
I went to steam to verify the game cache and NV was missing a file that was supposed to be reacquired. Does this happen even if I am playing with TTW

That was probably just the default ini file.
If your laptop uses integrated graphics and also a video card which it switches to at runtime, then the game probably won't ever work correctly because the launcher cannot detect your video hardware correctly. There might be a work around for this, but you'll have to search the internet for the solution for your particular laptop. This is a known issue with the game and TTW cannot address such issues.
Using the 3rd party d3d9.dll forces the game to think you are using an old nvidia card, which is a terrible kludge that may or may not work and either way you are stuck playing in directx 8 mode.
