Can someone help me?
All the NPCs on my game is hairless, bald.
I already tried uninstalling my mods and use LOOT.
I don't have any mod that change hair or npcs.
Using Windows 10.
Here is my load order:

Please read the FAQ, pay particular attention to the incompatible mods list.
Get NVAC, remove any d3d9.dll you may have installed in the game folder which is suggested by bad guides to get the game working. Reset your graphics options in the default launcher, you may need to edit your ini files for TTW again. Make sure your graphics driver and Windows 10 are fully up to date, if you use intel graphics there is little you can do about this as they do not fully support directx 9.

Also, get rid of YUP and use TTWFixes instead.

I already have TTWFixes like you can see "TTWVaultSuitHotfix.esp"
Removed YUP,
Already have the NVAC.
And disabled all mods,Except TTW, TTW Startup Menu still everybody is Bald.

I really don't know what it's, I read the FAQ and installed the old TTWFixes 2.2.2, Still all bald.
My Graphics card is NVIDIA EVGA GEFORE GTX 750 TI 2GB.
I have the 4GB Patch on FalloutNV.exe, and windows is updated with all Direct X.

Could be a video driver bug. Nvidia is known for some driver revs causing hair troubles... bald people, hair following characters around like a pet, etc. I once had the follow you around like a pet bug - it was hilarious!

The "bald" is because Windows 10 broke shader model detection at one point, they since fixed that. NVAC also has a fix for it, but you *must* setup your graphics options again from the default launcher in order for it to fix it. I have already given you the solutions, it's up to you to follow them.
The vault suit hotfix is not TTWFIxes, TTWFixes is UF3P and YUP combined for TTW, completely separate. Have a look around our forums.

Already did that just now, Launched the native FalloutNVLauncher.exe. set to ultra.
I even did a steam game files verification, it downloaded 200mb+.
But still everybody is bald. Any clue?
