Having finished enough of DC to my satisfaction and gotten bored with that character I decided to start a new game in NV, and to that end I reactivated TTW Options to install ttw_Startupmenu. I launched, started a new game, and found myself staring at a black screen. On a hunch, I turned on my pipboy light. It's a small room with two walls and a void. I have control of a character. No menu appears, but I do get notes added to my pipboy and a radio signal for Conelrad. At this point I realized I've still got the pipboy 2500 installed, so I assumed that was the problem. I followed the uninstall instructions and confirmed it, and started a new game. The issue persisted. So far, I've disabled mods one at a time to see if there is maybe some conflict. I took a nap. I disabled more things. What I haven't done yet is disable ALL addons and try vanilla TTW. I'm saving this for a last effort because every-time I do that I manage to muss something else up. I'm hoping someone has seen this problem before. My current load order will be attached below. I am using a merged patch but it wasn't ticked when I exported the load order.

probably an issue with
probably an issue with something not playing well, because startupmenu puts you in that room to give you the option menu. normally, you don't notice it because you're just presented with a black screen with the wasteland option, but it's necessary because we couldn't figure out a way to just start the game somewhere else at the time, and what ricker came up with works well and we like it. run vanilla and try again, then do standard troubleshooting if it does work vanilla.

With everything deactivated
With everything deactivated excepting Vanilla, DLCs, TTW, and the Startup, the issue persists. I'm going to go dig through my folders and see if anything remains from the pipboy 2500 because that's the only thing I can think of.

A friend of mine suggested it
A friend of mine suggested it might have been caused by the Citadel Fix (Nevada Skies perhaps?) which installs over the ttw esp. Just thought I'd leave that here in case anyone else runs into the same issue.

I ran through 4 play-throughs using Nevada Skies with the citadel fix as well as running the TTW Startup menu and never had any issues. I doubt Nevada Skies was the culprit here.
You could give RWLE a try though. I switched to that mod for weather about a month or so ago and scrapped Nevada Skies. I haven't been disappointed.
