Game Crashes Shortly after SPECIAL in V101

Specs{

OS: Windows 10 Professional 64bit - (Shouldn't be an issue as both Vanilla New Vegas and Fallout 3 run nearly perfectly*)

CPU: AMD Phenom II X6 1045T

RAM:16 gb DDR3

GPU: AMD Radeon R7 265X

Game Delivery: Steam Fallout 3 GOTY and New Vegas Ultimate / whichever has all the DLC

*Nearly perfectly meaning the occasional crash and forced restart of game

Issue: After starting a new game and choosing the Capital Wasteland Start. I get through the generic character creation and then I get through the SPECIAL and as Dad says let's go see if little amata wants to play. As it fades to white and I get the "Nine Years Later" spiel the framerate drops to zero and the game either freezes completely requiring restart or doesn't fade back to normal sight and all I'm left with is a white screen.  

Tried Fixes:

Uninstalled and Reinstalled FO:NV several times -> Same result

Uninstalled and Reinstalled TTW -> See above...  

Any suggestions?

My only thought on this would be Windows 10. I can't say for certain because I'm still on Windows 7 and won't be upgrading.

Seems like everything else is fine...Did you have any issues during the install, and did you use clean, unmodded installs of Fallout 3 and New Vegas when installing TTW?

Other than that, doesn't look like I'll be of much help.

I was able to successfully finish the Vault sequence using the RTM version of Win10 before I went back to Win7. Doesn't preclude it being a Win10 issue, but its worth mentioning.

A change log might be helpful, the link in my signature explains how to find it.

I have a vanilla install of New Vegas and Fallout 3 running.
