Repair Level Glitch?

So I had never played Fallout New Vegas before Christmas and I recently installed TTW, I installed it back in January and then I updated my files to the latest just two weeks ago, now my problem is that I have been wasting my level up points on repair skill but when I go to a vendor to repair weapons/armor it says my level is Level 15 instead of my current level

See, my current level is 70

And in the repair menu it thinks it's only 15?

Did I waste tons of skill points for nothing?

So it turns out that the repair skill level that's displayed there is the vendor's repair skill, not yours.

Aside from being used in crafting recipes and skill checks, it's also worth it to get your repair skill to 90 so that you can take Jury Rigging and never have to pay anyone to repair your stuff, ever again.
