Symptoms (What is it doing vs. What you expect it to be doing) -

Quest objective 140 (bring the pulse gun back to the elder at Hidden Valley) will not complete. Veronica will approach Elder Hardin's desk and the two will stare at each other silently. Trying to begin a conversation using E with either will result in the error beep. After 2-3 minutes the staring will stop and both can be spoken to again, no quest related dialogue is available for either. -

What you have already tried? -

take pulse gun out of inventory and back in (no change) -
setstage console command (no change, quest marker stays same and quest does not advance) -
movetoqt from Bunker Level 1 (teleport behind Hardin, same scenario plays out) -
dismiss all companions except Veronica (no change) -
resetquest console command and attempt to retrigger quest (Vault 3, Camp McCarran and Boomer Museum all function to begin her conversations but the actual quest will not start) -
completequest console command (quest completes with xp gain and Veronica speaks two short lines; not sure if in line with Brotherhood or Followers ending; "Listen, I want to thank you for helping me out etc.")
I'm not sure if its related or not but I began the quest with Elder McNamara and completed Still in the Dark to put Hardin in power while I Could Make You Care was in progress. However this was 20 or so hours play time back and would like to avoid having to revert if possible.
