My saves load rather quickly. They take c. 10 seconds to load even in rather busy outdoor sections and I have pretty much maxed out graphical setting plus I use NMC Maximum and UHQ etc.
Using the latest TTW Options esp with XP Reduction checked. My char is Lvl 13 with 30 hours playtime.
Here's my current load order if it helps.
Update, 15 hour in, 15 seconds to load my save. So it increased again. Hopefully it won't increase any further.

Do you have any baseline to compare to from before? In my last test, nine hours in I had 20 second load times, so 15 after 15 seems pretty nice in comparison.
If I ever had 20 second load times in this game, I would never ever complain.

First post of the thread. After that I removed TTW Options and started a new game.

Guys, you do realize that the TTW Options original problem was 6-7MB saves (about level 7~ ish) taking some 20+ MINUTES to load? 15-20 seconds is expected times.
15-20 seconds is acceptable. But realize that these are TEST runs that I've given up on after the load times went from <5 seconds to 10, 15, and 20. In games I've continued playing, the load times often take several minutes.
EDIT: And the load times experienced with the ttwoptions bug were variable. I never had load times go beyond 3 minutes with that bug.
And... Oops. I didn't think to check the first post when I've been following this since the beginning. But those two don't seem so inconsistent, so I doubt removing ttwoptions had a positive effect.
My load times exceeded 20 minutes with TTWOptions on my i4790k w/500GB EVO 850 SSD. So it's not related to computer power.
I begin to wonder if we have a bad BSA issue.
