you lack a merged patch. those are built with FNVEdit, there's details in the Edit Manual which you can find on the fo3 Nexus

Definitely hardware issue, logitech has software which detects what game you are running (lame) and FNV4GB's exe name may not be detected by it. Try adding the exe to a profile for it, I forgot the name of it. If you use a command line option of FNV4GB to set the name to FalloutNV4GB.exe or FalloutMO.exe add one you use to it. If you DON'T use the option to do so, I suggest you do use the parameter for FalloutNV4GB.exe, check the tools documentation on nexus to do this.
It's also a good idea to add it to your video driver profile for Fallout New Vegas (NVIDIA) or create a new profile in Catalyst Control Center (ATI).

Do you have a controller plugged in? I seem to remember that FNV ignores keyboard input when a controller is plugged into the system, whether you want it to or not.

Yeah if a controller is plugged in the Keyboard is ignored. It also disables mouse support too though, so if the mouse is working it's not that.

So ... Logitech Headset ...
So ... Logitech Headset ... must be showing up as a game controller, more than likely because it is a USB connection, but who really knows the mind of logitech?. I swapped sound back to speakers ... and boom ... keyboard working. (facepalm)
