How to Install Hotfixes?

You install them like any
You install them like any other mod.
You can just extract them from their archive file into your Fallout New Vegas Data folder (called a manual install), you can use your Mod Manager (like FOMM) to install from the archive or if you want to go the long way, just change the file extension to fomod and install like you would install any fomod.
Then you just enable any .esp files from the hotfixes in your Mod Manager and it's done.

Even if the hot-fix only replaces an already active esp/esm, you should open and close the mod manager to make it update the timestamp on the hot-fix file.
