i do have the most recent the most recent NET and i believe i unblocked the firewall. i put the zip file in the TOTW file in the my games thing, i dont know what else, any ideas?

The file is a 7zip file,
The file is a 7zip file, download 7zip from http://www.7-zip.org/ and install it to extract the installer on your desktop.
You can then run the installer, as admin, which will build the TTW installation from your Fallout 3 and Fallout New Vegas files.

see my thinking is i have to make it more complicated for you now, sorry, but i already downloaded it a while back and then downloaded WINrar and even though i am using 7 zip right now and did use it after i downloaded WINrar. i have the file open through 7zip thats the only way i see anything but when i extract with it it still doesnt work.
i noticed how it says to not have better game perfomance and new vegas error corrections, but does that mean i cant have the new vegas 4 GB mod or the NV stutter remover?
i tried taking them out and still nothing so i wonder two things: One, do i need to extract more than just the installer. 2: do i put the installer in the my games folder for TOTW or put it on my desktop

You extract the installer to your desktop, you go in the folder. There is an EXE file in there, you double click it to run it.

actually right-click the .exe
actually right-click the .exe and run as administrator

If it automatically shuts
If it automatically shuts down, then your antivirus (not firewall) is killing the process most likely.
Does the window show up? It looks like this.

no window appears i went into properties and unblocked both zip and application, im gunna try taking off the whole fire wall, maybe that will work

i deleted my fallouts before
i deleted my fallouts before starting but going through the files on NV made me realize a couple of things. i have all my mods still, and i have a folder marked fallout new vegas which has a double of all codes, programs, and lists when you download, but some mods are different. at any rate do i need to get rid of the mods for the application to open?
