Cannot Add TOTW FOMOD to FOMM / INSTALL issues

I try to add the mail FOMOD for TOTWL but FOMM crashes every time after a few minutes. It claims it is expecting a newer version of FOMM 2.8.x but there is no version close to that and coincidentally that is the version of TOTWL. I have attached the crash dump and dxdiag.

Edit added install log and load order

I missed the install log X_X. Game is not loading so I didn't think that the mod load order was important but I have that added as well.

I don't see what I'm missing? Everything is listing in dxdiag.  Yep I'm using FOMM 0.14.10.8.
