Head of State quest kinda broken

My system specs again are:




  • processer Intel (R) Core(TM) i7-4710HQ CPU @2.50GHZ


  • OS is windows 8.1


  • 24.00 GB RAM


Fallout GoTY and FONV UE are steam versions.


I used FOMM 0.14.11.12 to install TTW and most other mods with NMM.


The Head of State can become broken if you side with the slaves, though I did skip a step. I gave the poster of the Lincoln Memorial to Caleb before telling Hannibel about the state of the Memorial and the game didn't seem to recognize the slavers at the Memorial were already dead making it impossible to complete the quest.


But sometimes I do get a glitch were occasionally enemies that would usually be in a area wouldn't spawn at first, this includes turret placements and can usually be fixed by either reloading a save or exiting the game.


Unrelated to my original topic: It  appears killing Tenpenny causes a minor but annoying glitch, where first the game decides to drop your currently equipped when you enter the weapon section of the pipboy items section and then drops the weapon the invantory cursor (I use a controller) is currently hovering over (It appears equipping another weapon fixes this)

In the vanilla game, that quest is buggy and, in my view, not worth doing. After installing TTW I did it again, having forgotten how much I hated it. I tried to shortcut it some by clearing the slavers out of the memorial when I went to fetch the Lincoln poster, thinking that would speed things up. All that did was confuse the game. When the slaves finally arrived they went the opposite direction from the memorial and the game declared the quest to have failed because the slave leader (name forgotten) had died. He was very much alive. I ended up having to console my way to completion and leave the area to contemplate more pleasant things.


My computer specs are too embarrassing to reveal, but the game still runs.

I killed the slavers there once, and then went to start the quest and when it came for them to travel there they never arrived.

i've done the quest the right way before and the slaves never arrived.  like somehow they got killed off-screen, which as far as i know is impossible

After Hannibal says the they're ready to depart, fast travel to the Lincoln Memorial and try waiting for one or two days at the Memorial will get them there without dying.


Don't think I had any issues with the quest on the 360 port. There I'd kill slavers, tell Hannibel about the Memorial, get poster for Caleb and wait at the Memorial for one or two days.

If anyone is interested. I had trouble completing this quest and then couldn't use the console commands to fix it. I looked it up in FNVedit and the new Quest ID is "0A014E99".

I have discovered but one way to get that quest to work semi-as-intended (assuming you want the slaves to win) First, go to the Memorial and meet LeRoy Walker and get the quest from him to look for Hannibal. After that, go to Hannibal and make your usual promises of loyalty, get the assignment from Caleb for the poster and then go kill the slavers, get the poster and return triumphantly to Hannibal. I have found that when I do it in that order, rather than getting the quest from Hannibal, it sort of works. Your mileage may vary. If you kill LeRoy and his pals before getting the quest, I am sure it will always be screwed up. It is still a ho-hum quest.

I'll have a closer look into this quest as I've had the same bug with it many times. It probably needs fixed in the FO3 version too.
