I started a new game with ONLY TTW v2.9.4b, no body replacers or any other texture mods of any kind, and looting a recently decreased Ms. Palmer showed her completely in the nude--is this intentional? I'd probably end up using a body replacer anyway so it's no big deal, just wanted to point it out.

Totally not normal, since neither Fallout 3 or Fallout New Vegas contain any models or textures for bodies without the undershirt + shorts. TTW also does not change, add or alter the vanilla game's bodies in any way.
So it has had to come from some external source (mod leftovers like Roy says is the most probable cause).

Hmm looks like ya'll were right--I had some textures left over all the back from when I was using NMM instead of MO. I've since deleted all the loose directories and let Steam re-download only what's needed.
