Super Mutant Overlords Dont like weapons

High, im new to the mod and am loving it so far, being back in the capitol is fantastic! I expected to encounter some issues, as I use many mods, and have dealt with most so far. I was encountering the fairly common issue where super mutants dont use weapons but gathered all the necessary compatibility patches and they generally use everything fine now, with the exception of the overlords. Its bizarre, because I know its them specifically because I killed one, went to loot him, saw he had a gatling laser, left it, and saw another super mutant run over pick it up and use it. I think maybe they arent using missiles, but overlords in particular are having some issues. Can anyone point me in the right direction? Ive included my load order, as I understand thats standard around here. Eageraly awaiting your replies!

Sorry, I should have read more closely. Heres some more information. I am using a legitimate steam copy.

modmanager: NMM and Wrye bash

specs

Duel GTX 770M SLI, I7 4700mq, 8gb ram, windows 7

Found it! apparently its a feature in harderthanyou, Think Ill try to disable it via fnvedit.

Your load order is so broken I haven't words to tell you how to fix it, as well as you are using quite a few things which are explained in the FAQ that are incompatible with TTW.
