Hey! I'm not exactly having any game breaking issue right now, I'm enjoying TTW except for this one tiny thing: sound in the Capital Wasteland.
I've noticed that the only "ambiant sound" I heard was some wind blowing sound, with a few variation but not much. It gets slightly boring and even annoying from time to time.
So I don't know if that's a bug or not, but I'd like to know how I could add new ambiant sounds, from a mod. FNV sound mods only work in the Mojave, and the FO3 mods I've manually installed (no .esm/.esp) don't seem to work.
Any way I could get my ears a treat ?

In the GECK, from the 'World' menu, go to 'Regions.'
Find the region in the list which holds ambient sounds for the CW. There are probably a few of them. I'm looking now and I think that 'AudioExtWastelandA' is probably one. If you select it, you can navigate to the 'Sound' tab and view the collection of sounds which play based on some chance occurrence for the region where it is applied.
You can add your own sounds, all prefaced with 'AMB' to this list from within the available set in the GECK or even import your own, as new sounds.
