But are they there on your mod list? Like you can put checks by the individual FO3 ESM files?
Ok I managed to fix my game. Thank you all for helping me! The only thing I have to do now is reinstall PN and the mod configuration menu. Then I think I'll be good. Again thanks for helping me.
Install order is very important. Familiarize yourself with it.
You should probably fix Nevada Skies while you're messing with things. The load order you posted doesn't have Nevada Skies.esm last in the esm list and the TTW esp (from) the TTW Faq needs to be the only Nevada Skies esp and should be last in your load order. You should get rid of the rest of the Nevada Skies esp's.
My totally not sidekick dolphin should probably forgo Nevada Skies and install Realistic Wasteland Lighting Enhanced since it does weathers better across both wastelands

agreed, I love RWLE, but since he already has NV Skies installed I figured it would be easier to just fix it. :P

That is probably for the best.
Doing a manual sort of the mods in your load order using the guide from this site is the best way to do it.

Agreed, FOMM is better than NMM.
After trying many weather mods, RWLE is the way to go. The thunder in RWLE made me jump the first time I used it and I was already on edge because of the situation ... lol
