solved it
TTW_StartupMenu.esp
from the TTW optional files is the mod affecting xp, it grants xp for listening to audio files, reading notes etc...
This levels you up too soon for the Vault 101 scripting and bugs it out, you shouldn't be level 2 before leaving Vault 101.
Turning it off gets rid of the EXP gain from listening to the holotape. allowing the level to continue normaly, hope that helps your team debug it

That is really strange since
That is really strange since I played TTW vault 101 hundreds of times already and never leveled before leaving the vault cave into the wasteland for the first time.
I haven't listened to the dad's note for a while now so I will have to check it out again.

Interesting, I don't think that mod does anything to XP rewards, but I will look into it.
