Installer not installing properly?

Installer not installing properly?

Alright so when i install the installer from the bottom of the Alpha Download page, it shows up as a file like this http://i.imgur.com/Lq1aBN9.png      and when i try to start it up this happens http://i.imgur.com/d8hlp41.png


i also don't have the option to run as administrator when i right click on it. 


System Specs:


Operating System: Windows 7 Home Premium 


Processor: AMD A6-3420M APU with Radeon(tm) HD Graphics 1.50 GHz


Memory/RAM: 4.00 GB (3.48 GB usable) 


I have the steam GOTY versions of both games.


When i attempted to install .NET Framework 4.5 it said i already had it installed.


I currently have no mods installed and i did a fresh install of both new vegas and fallout 3. I also installed this mod manager which the alpha download page recommended  http://www.nexusmods.com/newvegas/mods/54991/? 


Any help would be greatly appreciated and i apologize if the formatting is bad.

In the future, if you see a file that pops up that prompt (your second image) it means your computer doesn't know how to handle it. If you google the extension it will put you on the road to figuring out how to work it. You need 7zip or winrar or some other program that can handle 7z files, that google search has a few right on the main page. You then extract that zip to a folder somewhere and within that folder you will find an executable (.exe) file, THAT is the file you want to run as admin.
