I've been trying to install TTW for the past couple of hours now, but now I think I'm at the point where I need someone much smarter than me to offer some advice.
First, the required info:

System Specs: Windows 7 Ultimate - 32-bit, Intel Core i5-3320M @ 2.60Ghz, 4GB Ram -
Mod Manager: FOMM ver -0.14.11.9.0 -
TTW Install Log: Attached -
Current Load Order:
FalloutNV.esm
DeadMoney.esm
HonestHearts.esm
OldWorldBlues.esm
LonesomeRoad.esm
GunRunnersArsenal.esm
TribalPack.esm
MercenaryPack.esm
ClassicPack.esm
CaravanPack.esm -
Symptoms: TTW installed perfectly with no errors. When I try to activate the Main FOMOD in FOMM, it says it was successfully activated, but the load order is not updated and the Optional FOMOD acts like the Main FOMOD isn't installed. -
What you have already tried?
1. I checked the contents of the FOMOD and it has the fomod folder with the cs script and xml file, and appears to have all of the ESM/BSA files
2. I have used 7zip to manually create a FOMOD of the Main folder
3. I have tried to Reactivate the mod several times
4. I have installed other FOMOD's with no issue and the load order is updated to include their ESM/ESP (currently no other MODS are installed when trying to install TTW).
5. I have used FOMM to directly create a FOMOD of the Main folder
