Ok.. Megaton underwater.. looks like a beautiful irritated sea... I am sure this is a installed mod not working properly. I have Imported my Load Order along with a screenshot of my Mod List.

Disable the MTC Wasteland
Disable the MTC Wasteland Travellers (Optional)- Crowded Cities.esp since it is already merged into the normal MTC Wasteland Travellers.esp so you do not need it and it has the bonus that should fix this Megaton underwater problem too
