Water LOD issue

So after fixing a number of graphical issues (largely ENB-related) for my new playthrough which nearly drove me mad, I've come across one which I simply can't resolve - what looks to me like a problem with certain water LOD. This spot is just north west of Springvale School (I did TFC to show the problem better)

Here's my load order - I deliberately keep it sparse from having too many mods that make changes to the game engine, for stability; I make an exception for Nevada Skies but I'm pretty sure this isn't the issue, it's still the same without NS running.

I've been through those settings, setting things on & off but to no avail. I need Refractions turned off because it causes one of the aforementioned ENB bugs.


If anyone has any ideas I'd be very grateful. (Steam GOTY editions, using Mod Organiser)
