exclamation points everywhere

Here is the required information as stated by the ttw team:


system specs:


OP SYS:


Win 10 home


MOBO:


MSI Z170A gaming M5


CPU:


i7-6700K 4.00 Ghz, 4 core


RAM:


32 Gb Corsair vengeance LPX (i think its corsair vengeance LPX, pcpartpicker is down right now so i cant view my build at the moment, but i definitely have 32 Gb)


Storage:


1 Seagate Barracuda 2Tb HDD


2 Samsung 250 Gb SSDs in RAID 0


Mod manager:


NMM version 0.63.13


FOMM version 0.14.11.12


TTW install log:


attached 3, each are attempts that were successful


Load order:


attached, contains all of my mods at the moment, though as i have said, i have disabled all other mods in attempts to fix the problem, to no avail.


Symptoms:


I am missing meshes i assume. (i saw somewhere that those exclamation marks indicate missing meshes) In my attempts to reinstall/uninstall/clean install TTW, i managed to fix some, and trade them for others. initially it was the 9mm pistol and some objects in vault 101, and probably some others however i didn't know which ones as i was still in the vault. then i reinstalled TTW, which changed nothing. then i performed a clean install, for some reason NMM decided to work, as initially i attempted to use FOMM but got exceptions. this fixed the 9mm pistol, but then the baseball bat was missing its meshes. then upon leaving the vault i noticed what appeared to be a random slew of missing meshes: bottlecap mine, alcohol bottles both empty and full, 9mm smg, assault rifle, and chinese assault rifle. however interestingly enough, if an npc had an assault rifle equipped, and lucas simms had the chinese assault rifle equipped, there was no exclamation point on them. 


also i am having the strange hair transparency issue. yes i have the fo3 mod installed that fixes this, but it does not entirely fix the problem. some npcs have it, some have it at different angles.


I have attaches screenshots of some example of the above symptoms. if i am in first person, the weapons with the problem are invisible, and the exclamation point can even get in my view, blocking it totally.


What i have tried:


as i said i have attempted multiple installs including a clean install. i've attempted running no mods, only ttw. i've attempted using LOOT on my load order, which also had the effect of fixing some problems, and replacing them with others.


as for the hair thing, once again i have the fo3 mod someone mentioned elsewhere on here, but it doesn't fix the problem.

uninstall and delete readius and the patch for it, incompatible even with the patch.


FOOK is largely untested.


TTWFixes needs to be directly after taleoftwowastelands.esm


If you're using that directx dll "fix" for the game crashing, delete it and install NVAC, then setup your graphics options again.
