Stealing independence quest Id?

So I was finishing the stealing independence quest and go to turn in the declaration but Abraham doesn't give me the option to give it to him. No big deal I'll just advance the quest forward. So I type in setstage 00014ea2 100 but it gives me an error saying that quest id doesn't exist. Is the quest id something else since it's technically running off new Vegas and not fo3 anymore?

change the first two digits to 06 or 0a , the latter if you are using the pre order packs.
