Cannot Proceed Past Vigor Tester Upon Entering New Vegas

When I go through the opening sequence for New Vegas It is all ok until I reach the Vigor Tester. When I use it it displays the ui but I cannot proceed as I have already added my Special points. I have a few mods installed and I took the almost perfect perk (Raises all Special to 9). The mods I have installed are and Alternate Start mod where you select TAG and Special during your birth and then are put outside Vault 101. I also have two perks per level (New Vegas) and the perk overhaul found here

Anyone have any advice as to why this i happening?

Seems like skipping the Vault 101 wasn't a good idea. In TTW once you reach Doc Mitchell's part, the vigormachine thingamabob will not allow you to place stats anymore, it is skipped altogether, so I think that in your game something that gets enabled during the vault 101 part of TTW wasn't enabled or something and now there is nothing to be done .

Well I hope someone more knowledgeable than me can come by and tell you a solution because I really know none.

I guess it is a good thing I decided to test everything out then before doing a play through. I think I will just make a new test save and see where that goes. Thank you for the help.
