The American Dream end of quest broken

So whenever I play The American Dream, I get to the end of the quest where I tell the Brotherhood the GECK is stolen and we go out to battle.  Once the blonde girl comes to speak to me after speaking to the Elder, she doesn't finish the quest or give me power armor, she talks about what I assume is her idle speach and then when I'm finished with the conversation I'm stuck with no GUI, Pip-boy, or weapons. [collapsed title=Load Order] FalloutNV.esm

I've figured out that it's actually giving me companion dialog from when you're supposed to put the code into the purifier when you're supposed to ask the girl for power armor training.  There's also some conflicts in FNVedit with my Fallout3.esm, Taleoftwowastelands.esm and TTW_Reputation.esp that have to do with this quest.
