Startup sequence for Fallout 3 not working

The Fallout 3 startup sequence where you would be born and create your character is not playing. Instead the DLCs load, and it shows the characters just standing there while the camera shakes. I'm not sure what to do about this. The only thing I had tried is to check the TTW Startup plugin to load (neither attempts to start have worked).

My System:

Windows 8.1

Intel i7 3770

16 Gb Ram

I used FOMM to install the mods. The TTW Install Log and my load order are included with .txt files in the attachments.

Edit: Both NV and FO3 are steam downloads (GOTY and UE).

It says in the download page not to use the optional startup menu plugin.

Untick that and it should work.

Fruckert is right, if you are starting in DC, you don't need the start menu plugin anyway.

Thank you. I didn't notice the incompatibility part until now. Removing MMUE helped.
