The d3d9.dll thing is only if you have a laptop and it doesn't detect your video card, but it sets the game into directx 8 mode (yuck).
Generally the way to get it working is the multicore ini tweak.
It also just hates some graphics cards/drivers.

I'm running on an Acer Aspire 6530G laptop with Windows 7 Home Premium Service Pack 1
Run Fallout 3 with numerous mods standalone and run TTW setup.
I do have Fallout 3 running in compatibility mode (XP) though.
With TTW I run NVAC/NVSR/4GB launch
