Alright i got it to work by extracting the application and then running it. I'm not sure what I did the first time becasue I've always been extracting it. I guess i just messed up the file path or something I don't know. On the bright side I got it to work so thank you.

OK now it's telling me that
OK now it's telling me that my version of Fallout3.esm cannot be patched. It's both legally acquired and fully patched.
Edit: I own it on steam.
