Can't hire RL3

I find tinker joe in the robco parking lot however he only gives me two options in the dialogue to trade or goodbye I don't have any option to purchase RL3 the only mods I have running are weapons of the new Millenia, EVE, nevada skies, and millenia re-skins

perms:  either a full fireworks display spelling out "Puppettron Made This" anytime a user accesses my content in-game, or just give me credit somewhere.
