Please read the FAQ; it specifically states MissonMojaveUltimateEdition should not be used.  Too much stuff gets cleaned up and that is not compatible with TTW.

TTWFixes.esm should be right

TTWFixes.esm should be right after TaleOfTwoWastelands.esm.

But beyond that it I am not sure.  Most of your mods I don't use and am not familar with.  Might be good to start of over from scratch; reinstall FOS,FONV,TTW; save the data directory so prevent the heart ache of reinstalling.  Then slowly add mods and try to figure it out that way.

To clarify: Cleaned up is fine. The issue with Mission Mojave is there are a ton of FO3 records left in FNV. Check it with FNVEdit. TTW restores all of these lists because they are used for FO3 content. Mission Mojave on the other hand takes these lists and uses them for it's own ends, instead of creating new lists to use. This pretty much breaks every single thing in FO3 that had a list left over in FNV. *You can't have an ammo list with Novac residents in it, or a weapon repair list with Legion coins in it, and so on and so forth.

*Note that this is just an example of what happens, and not an exact scenario. You can look in Edit for plenty of those.
