There's probably a corrupt version floating around on one of the steam servers. You can try changing your download region, deleting the esm's and then validating your cache. Also make sure they aren't set to read only, that happens sometimes for some unknown reason.

OK, I got it working, this is really strange, and I didn't run into this the first time I installed TTW.

As I mentioned, I have the original retail Fallout 3 DVD with no DLC on it. I purchased all the DLC through GFWL as they came out and made backups of all of them etc. When Steam looks for my games it detects that I have the full suite of Fallout 3 so it lists it as Fallout 3 GOTY in my library. However, I don't have and have never had Fallout 3 installed in my Steam directory, it's located at E:/Fallout 3.

I set the TTW installer to that directory and that is where I got the failed install attempts. But, Steam re-installed it in the Steam directory NOT the other directory my retail version is installed. I set the installer to that directory and it worked the first time, lol. Go figure! It just didn't like my retail version, but the Steam version that I have never paid anything for worked fine.

Maybe you didn't install the patch on your version? It works on the 2 DVD version. But whatever works. :D

I have all those files too, because I had originally bought it retail too, I have to dig in my DVD's to find the files.
