I tried doing this without any mods activated in FOMM except for a TTW Patch. Has anyone else had this problem and fixed it? And btw the cutscene between FO3 and FNV works just fine.

Latest Version of FOMM
The Install Log had no Errors
Load Order is exactly how it is supposed to be with a TTW Patch right after the Couriers Stache packs
Cannot proceed past the first "9 years later" cutscene where you follow your father as a baby. I should be able to do this.
I have no mods installed except for that patch if you want to truly call it a mod.
My fallout versions are Fallout 3 GOTY on disc and Fallout NV Ultimate Edition on Steam.

Post. Your. Install. Log.
Post. Your. Install. Log.
If it had no errors... and you have no mods... then you aren't crashing where you say you're crashing. I'm willing to bet either your log has errors and you didn't see them, or you have mods and you didn't see them.
