Fallout 3 Version: Steam download
What I've tried: clean install of both Fallout 3 and New Vegas. I deleted the entire folder for both, then uninstalled them on steam. I got rid of the folder holding fallout.ini for both 3 and New Vegas. I made sure my installer wasn't out of date and downloaded a fresh one. I cleaned out all TTW folders everywhere. I had steam reinstall both games then I ran the installer for TTW and did absolutely nothing while it did it's thing. I tried disabling Courier's stash and each plugin individually and they all loaded fine except TTW.esm
The problem: the game loads fine with all plugins except Tale of Two Wastelands.esm which it will not load. all plugins marked takes about ~35 seconds to load. I check Tale of Two Wastelands.esm and it refuses to load, I waited 10 minutes to see if it was just slow and still not loading. I am running nothing but the base stuff. I had to do a manual install cause NMM won't work and FOMM only adds Anchorage and Broken Steel into my load order. I am 100% sure I changed my .ini correctly.
