TTW Installed Correctly and Shows Up in NMM, but Doesnt Work

Like the title says, I just installed TTW earlier this week and was excited to play. I followed the insturctions on here for a first time install, and everything seemed to go well. It shows up in Nexus Mod Manager, along with the side-options for load order, so I figured it was ready to go. So, I start a new game in vegas, which shows the TTW main menu screen, but just go through the normal Vegas startup. I run to Freeside to try and find the train station, but it is not there. So, I wanna know where it went wrong. Like I said, nothing showed up as an error during the install process, but its just not showing up in actual gameplay. Is it the load order? Attached is a pic of the load order, which shows that TTW is the only thing running. Everything else is turned off. Any help would be great.

If you aren't starting in DC

If you aren't starting in DC when you run a new game, it means your INI is messed up. How do you run New Vegas, do you use the launcher? That's the one where it shows a little splash screen and you have to choose play to get Fallout to start.

Yeah I launch it from steam

Yeah I launch it from steam and use the little pop up launcher with the options menu and that.

Install NVSE use NMM or FOMM

Install NVSE use NMM or FOMM to launch with NVSE. (launching with NVSE will avoid the steam launcher) Go back and read the manual install instructions because you'll need to fix the .ini changes that steam killed.

Ok so it worked better this time. I made it to the FO3 intro after redoing my install, but now Dr. Li wont say anything to me upon the start of the game. I receive my DLC notices then stand there and have a staring contest with her for eternity.
