Successfully installed to desktop then, successfully installed with mod manager. Ive fresh installed it three times now to fix this problem. Followed the instruction of every forum I could find on the subject. Even though none of them matched what is happening to me. When i remove the TTW files, NV works just fine. I dont know where the install log would be.

The hotfixes are on the list with one Optional TTW file but those are at the very end. And they are not active. I fresh installed twice trying to make it work.
Is it something that can be fixed? I made sure I wasnt missing anything.

We can't figure out what the problem is. Some people have this issue, some don't. A lot of them turned out to be using pirated versions of the game, but not all.
For the sake of thoroughness, please export your load order using your mod manager and either attach it as a text file or put it in spoiler tags (if you can't figure it out that's fine). In addition, what version of FO3 do you have?

You said you just bought both games, has your Fallout New Vegas EVER been modded?
Edit:
Patriarch and I chatted for a half hour. His NV WAS modded at one point but he deleted it entirely and reinstalled from scratch. I asked him to delete his My Games/FalloutNV folder and allow the game to recreate it from scratch. It still didn't help. Finally I asked him to check the required masters of his Fallout3 ESMs, they all had the expected masters.
I connected using TeamViewer and checked the files in FNVEdit, they were fine. I removed ALL TTW related BSAs, no change. The INIs were perfect. No evidence of mods was present (other than TTW hot fixes). User error is highly unlikely.
