I bought them off Steam.
Tried rebooting and nothing.

This is the weirdest issue I have ever seen around here

Jax confirmed that everything was good with the TTW install, no mods, .ini files perfect, both games from Steam (which is the version that we advise people to try when they have problems) and by your specs you have the same OS as I do and your computer is superior to mine in all aspects so why is it not working? FUFUFUFUFUFUFUUUU
I really don't know what to say... Is your Steam account in english? I mean are the games in english and not some censored version (that I don't even know if they exist) from some other country?

It's a long shot, but if you have another computer in your house set up all the dependencies properly, then access the files over the network and try to run the installer. This will clue us in as to if it's some kind of computer incompatibility we don't realize we're running into.

I dont have another computer.
I dont have another computer. Im poor. Built this one off a credit card. I have an old broken laptop but that cant play fallout at all. I could try from another user on my computer but thats it. It says its an AppHangB1 when it crashes. I looked it up and it said that a reboot on safe mode would work. So i tried it... twice. I was able to get the full bethesda logo when i went to normal mode after the reboot. Then it would freeze.
I am messing with the compatibility to try and fix it.

If you have an old broken
If you have an old broken laptop that's fine. I don't want you to actually play the game from it, I want you to use the installer over the network to generate all new files for TTW.
The computer you're planning on running Fallout on (and where FO3, FNV, and TTW's installer files are located becomes PC A in this scenario. PC B should be on the same network. First you want to make sure PC B meets the requirements to run the installer. All versions of VCredist are installed in the proper order. Off the top of my head I believe that would mean running VCredist 2010 x86, then 2010 x64 (if you have a 64 bit machine), then 2012 x86, then 2012 x64 on PC B. Temporarily copy your game installs & the TTW installer over your network from PC A onto PC B. Run the installer, and point it to the location your temporary FO3 and FNV folders are, and to an empty folder on your desktop as the folder to install TTW to. Say yes when it asks to build a BSA. When it finishes, you can delete the FO3 & NV game folders and copy the folder on your desktop back to PC A.
Back on PC A, you're gonna want to make a copy of the TTW FOMOD and try to install it. (I say make a copy because we have had some unconfirmed reports that some mod managers will corrupt the FOMOD if it can't manage to install it.) If that succeeds check your FNV data folder to make sure all the proper files are there. Check your INI to make sure all the proper changes were made. If it didn't succeed follow the manual install instructions on the download page then check to see if the proper files are there.
This probably seems like the long way around, but if it works for you then hopefully it'll be worth it.

skip it and as TJ said do a
