Installing TTW when this happens

Have you reinstalled both fallout nv and fallout 3 to make sure they are both clean?

There is not much anyone can do with a single debug line

Above and make sure they are registered with Steam. Some times even if you installed the games, they may not still be registered with Steam. In addition, they have to be the ENGLISH and LEGAL versions.

I own both of them on Steam.

And I already fixed this already by running it as admin.
