Missing New Vegas NPCs - Ignacio Rivas, Colonel Hsu, and more

Hi, i'm playing a clean install of New Vegas/Fallout 3 with TTW 2.3 I have no mods enabled whatsoever, and my load order looks like:

 My issue is that certain NPCs in the Mojave Wasteland are missing, such as Ignacio Rivas, Colonel Hsu, and Thomas Hildern. I know there are more because I was originally playing with mods enabled, and I went to Helios One and couldn't find Ignacio. I then used the player.moveto command to find him, and was moved to a location that contained him as well as a few dozen other NPCs. The cell was outdoors and had a ton of NPCs clustered around/stuck to each other, and that's all I could see before it crashed to desktop. I reproduced the error once more, then disabled all mods and tried again, and I get the same issue, except now, whenever I player.moveto to Ignacio or Hsu, the game crashes to desktop. Fast travelling and sleeping still doesn't bring back the NPCs. Anyone have any ideas? 


I've been using TTW since it began and even before that with RFCW, and I've never had this issue.

Start a new game with no mods. See if they're still gone. If they're not, then it was your mods.

Sounds like a mod issue to me, after all with mods you could use the console commands to move to their location but with the mods disabled the game will crash. The best way to find out is really do what LT Albrecht suggested up there.
