Like the subject of this post says, I, like a lot of people, have a bug where the DC train station tunnel is blocked by rubble. I downloaded the plugin that is supposed to fix it, and I put it below all other TTW plugins in my load order, but the rubble is still there. I've tried making new characters and the rubble is still present.
Rubble blocking train station tunnel, and I'm using the plugin that should fix it.

I had the rubble problem
I had the rubble problem myself when I first tried TTW. I 'fixed' it for lack of a better word by getting the refs for all the offending rubble bits using the console. Then marking them as deleted using fnvedit.
Marking them as initially disabled is what TTW does and it 'should' work really, it just doesn't for some people. Marking those bits of rubble as deleted though just effing nukes them, they don't come back from that. :P

This is essentially what the plugin does: it sets up an activator outside of the metro cell which disables the relevant objects.
If it isn't working for some people then we'd really like to know why. 'Nuking' the references from the plugin using edit is a dirty workaround and it doesn't help us understand this issue any better.

Well, what I've been doing is
Well, what I've been doing is, I've been going to the correct metro, the Penn. Ave/The Mall one, I go in the tunnel, there's a door to another metro, and in that metro there's no train to go to DC with. Using COC to go to Freeside, and going into the train there, it transports me into an empty station with no Ghouls, all the doors marked inaccessible, and no way to get back outside of console commands. In the same tunnel with the other metro door, there is still rubble, and when I use noclip to go past the rubble, it's just closed off with a wall with an electrical switch on it.

That was where the rubble was, if you reached the door it means that the rubble is not there
