Using the steam versions of the game, FO3GOYE and FONV ultimate edition

I upgraded from 2.63 to 2.7, 2.63 was working fine. When in Mojave everything was working fine w/ 2.7 as far as I could tell. When I went to DC and traveled to Megaton it was empty. 90% of the NPC were gone. The ones that were there I could not talk to. When I went into any building the writing was red like I was trespassing no matter what time it was. I loaded another character that starts right at the exit of vault 101 and when I get to megaton and the gate opens all the NPCs are grouped together and when the gate opens they all take off in a line towards springvale.

I have uninstalled and reinstalled everything several times other than that I don’t know what to try.

Thanks
